Honorable Jeremy Fogel (Ret.), Speaker
Executive Director, Berkeley Judicial Institute
On September 17, 2018, Judge Jeremy Fogel became the first Executive Director of the Berkeley Judicial Institute, a center at Berkeley Law School whose mission is to build bridges between judges and academics and to promote an ethical, resilient and independent judiciary. Prior to his appointment at Berkeley, he served as Director of the Federal Judicial Center in Washington, DC (2011-2018), as a United States District Judge for the Northern District of California (1998-2011), and as a judge of the Santa Clara County Superior (1986-1998) and Municipal (1981-1986) Courts. He was the founding Directing Attorney of the Mental Health Advocacy Project from 1978 to 1981.
Judge Fogel has served as a faculty member for the Federal Judicial Center since 2002 and was a lecturer at Stanford Law School from 2003 until his relocation to Washington. He taught for the California Continuing Judicial Studies Program and California Judicial College from 1987 to 2010 and has served as a faculty member for legal exchanges in more than a dozen foreign countries. He received his B.A. from Stanford University in 1971 and his J.D. from Harvard Law School in 1974.
Judge Fogel has received numerous accolades, including the President’s Award for Outstanding Service to the California Judiciary from the California Judges Association and the Vanguard Award for notable contributions to intellectual property law from the State Bar of California. In 2002, he received special recognition from the Santa Clara County Bar Association for exemplifying the highest standards of professionalism in the judiciary.
Dr. Kristen Allott, ND, MS, Speaker

Dr. Allott is a naturopathic physician, national speaker, and pioneering advocate for the use of whole foods nutrition in the treatment of mental health disorders. Dr. Allott is passionate about achievable results. With more than a decade of clinical experience, she has refined her expertise on how to promote increased mental functioning by treating the physical causes of mental health, fatigue, and sugar cravings. Dr. Allott regularly presents at psychiatric nurse practitioner conventions on non-pharmaceutical interventions for mental health. Additionally, she consults with Court Improvement Training Academy (CITA) at the University of Washington to develop the Protein for all Project optimize the brains in the high stakes environment of Juvenile and Family Court System in the State of Washington.
Honorable Tamila Ebrahimi Ipema, Moderator
Judge Tamila E. Ipema has served as a judicial officer for nearly fifteen years. She has experience in family, criminal, and civil. She previously practiced as an immigration defense attorney; as an Assistant District Counsel with the U.S. Department of Justice in immigration matters; as a judicial research attorney; and as a supervising research attorney for the Los Angeles Superior Court. She also served as a California Superior Court Commissioner in both Los Angeles and San Diego Counties prior to her appointment as a Judge to the San Diego Superior Court.
Judge Ipema served on the NAWJ Board for eight years and served as the NAWJ President from October 2018 to October 2019. Judge Ipema received the National Association of Women Judge’s (NAWJ) Mattie Belle Davis Award in 2013 for furthering the organization’s mission of “Equal Access to Justice for All.” She received the Lawyers Club of San Diego’s “International Woman of Color” award in 2015, and the “Friend of the Community Award” from Tom Homann LGBTQ Law Association in 2016. She received two “Outstanding Jurist Awards” from the San Diego County Bar Association and from the University of La Verne College of Law in 2016. In 2017, Judge Ipema was awarded the prestigious Alba Witkin Humanitarian Award by the California Judges Association.
In 2018, Judge Ipema was awarded the “Women of Influence in Justice and Law Award” from the Iranian-American Women’s Foundation. Judge Ipema has also been selected to receive the Lawyers Club of San Diego's "Community Service Award" at their upcoming annual dinner on May 14, 2020 in San Diego.
In June 2019, Judge Ipema was invited by His Holiness Pope Francis to speak at the Pan- American Summit on Social Justice and Franciscan Doctrine; at this summit, Pope Francis appointed Judge Ipema along with 5 other judges from Peru, Chile, Brazil, Argentina and Columbia to the newly created "Pan-American Commission of Judges on Social Justice”. The Commission members train and educate judges in Pan-American countries on the topics of judicial independence and equal access to justice for all in an attempt to protect and enhance social justice in Americas. Judge Ipema is the immediate past president of the National Association of Women Judges (2018-2019).
Judge Ipema has served on the California Judicial Council’s “Access and Fairness Advisory Committee,” and the California Judicial College Curriculum committee. She has participated in workshops to incorporate fairness into all judicial education materials. Judge Ipema has extensive teaching experience. She has served as a seminar leader at B. E. Witkin California Judicial College for nearly ten years. She also presents internationally on the topics of equal access to justice for all, particularly the poor, and vulnerable population. Judge Ipema is very involved in her community with NAWJ’s Color of Justice, Mentor Jet programs which is a pipeline program for children to motivate them to become attorneys and judges, Success Inside and Out that is a reentry program for women in prison and other programs.
